As Founder and Chief Executive Officer of ARC Initiatives, Kobe provides the strategic leadership and vision guiding the organization across security, development, and logistics.
His focus is on building a trusted organization capable of delivering practical, integrated solutions to complex challenges while maintaining the highest standards of professionalism, integrity, and client service.
With experience in business development, strategic partnerships, and multidisciplinary project delivery, Kobe leads ARC Initiatives in building lasting relationships with governments, investors, businesses, and communities.
Under his leadership, ARC Initiatives continues to grow its capabilities and portfolio, with security at the core of its operations and development and logistics providing complementary capabilities that create greater value for clients and partners.

Dale Davis
Director of Air Operations
Biography
Dale Davis brings extensive aviation and military leadership experience to ARC Initiatives, including six years as a Strategic Air Advisor to the U.S. Department of State supporting the Republic of Niger Air Force. He has advised senior aviation leaders, supported aircraft and infrastructure modernization, and contributed to pilot training and ISR program assessments.
Previously, Dale served as a senior aviation advisor to the Kuwait Air Force Chief of Staff, overseeing F/A-18 fleet operations, readiness, and sustainment programs. His 25-year U.S. military career includes service as an aviation electronics technician, helicopter combat search and rescue crewman, U.S. Navy officer, and naval aviator
Haibatullah Alizai (Lt General Retired)
Chief of Operations
Biography
Lieutenant General (ret.) Haibatullah Alizai brings over two decades of military leadership experience, with senior command and operational roles across Afghanistan’s military and security institutions, including serving as the last Chief of the Afghan National Defense and Security Forces (ANDSF).
His expertise spans special operations, national security, counterterrorism, strategic leadership, and defense institution building. He has also worked closely with U.S., NATO, and coalition partners on security cooperation, modernization, and joint operations.
Shafiq Ahmadi (Lt General Retired)
Chief of Intelligence
Biography
Lieutenant Colonel (ret.) Shafiq Ahmadi brings over 20 years of intelligence experience, including establishing the Afghan Air Force Targeting and Mission Planning Center (MPC) in 2018.
He led the integration of air, ground, and police intelligence capabilities to support threat identification, target analysis, mission planning, and operational assessments. He also prepared senior-level intelligence briefings, assessed national and regional security situations, and coordinated reconnaissance support for operational missions.
His experience includes extensive collaboration with Afghan, U.S., NATO, and coalition security partners, working closely with senior military leadership.
